- All 50cc Lance models — Havana 50, Cali Classic 50, Cabo 50, PCH 50, PCH 50 Delivery — ride on a regular Class E driver's license. No motorcycle endorsement. No insurance legally required.

No. Every current Lance is built by SYM (Sanyang Motor) in Taiwan. SYM was Honda's Taiwan partner for decades and remains a top-5 global scooter manufacturer.
How does a Lance Havana Classic compare to a Vespa Primavera?
Visually, they're cousins. Mechanically, both are well-built 50cc and 150cc 4-stroke scooters. The Vespa has a pressed-steel monocoque body and Italian assembly; the Havana has a more conventional frame and Taiwanese assembly. The price gap is roughly $2,600.
